Hotfix: Keep old + add new when target domain already exists on panel

Before: error "Another active website already uses this domain"
After: links live site to the existing panel record + keeps old offline

1. Extract to panel root
2. php artisan route:clear && config:clear && cache:clear
3. No migrate needed
4. Retry Keep old + add new on both pending items
